QUESTION 384 g: Ten Lychees make quite a Stain!

LAST QUESTION OF THE THEME ROUND. By now, it should have become dreadfully obvious.
I expect EVERYBODY to crack it now.

He was born in Wilfersdorf, in what is now Lower Austria. In 1719, Charles VI created the new principality of _____ from the domains of Schellenburg and Vadz, which were both held by the ______ family. This was done so that X could be admitted to the Reichstag, which required that all members had land that was subordinate only to the Emperor himself (as opposed to land held in fief by higher nobles). The phrase, in relation to the 2 pictures, appears in a New York Herald editorial dated 10 August 1872 and the Encyclopædia Britannica and the Oxford Dictionary of National Biography both quote it without questioning its veracity. But its amongst the most famous phrases uttered, often quoted when one meets another after a very long time, and after having lost touch.

He was named the controller general of finances, 20 July 1754. He served this function until 24 April 1756. He pursued a daring economic policy, bordering liberalism, while trying to straighten out the royal finances. Having the king's confidence as the minister of state in 1755, he was consulted about the reversal of alliances from Prussia to Austria..
